The Implemetation of Accountability in Realizing Good Governance in Bintan Regency

Abstract Purpose: The purpose of writing this policy paper is to analyse the implementation of the principle of accountability by identifying the obstacles or issues faced in order to enhance accountability in the effort to achieve good governance in Bintan Regency. Methodology/approach: The research method used in the preparation of this Policy Paper is qualitative research. The data is analysed descriptively in a qualitative manner. Qualitative data analysis is inductive, meaning it is analysis based on the data obtained. Results/findings: This policy paper produces policy recommendations by formulating policies in the form of a Regent Regulation on the Implementation Guidelines for SAKIP, which includes procedures for setting performance indicator targets and strategic objectives of the Regional Device, and also explains the alignment between performance planning documents. Conclusion: There are four issues that cause the performance accountability not to be suboptimal: 1) The quality of planning is not yet optimal; 2) Performance measurement has not been conducted comprehensively down to the lowest units; 3) Performance reports have not been prepared completely and do not present adequate data; 4) Evaluation of the implementation of SAKIP has not been carried out in a deep or comprehensive manner. Limitations: The collection of primary data through interviews where, despite efforts to maintain objectivity, the interview results still contain elements of subjectivity from the informants that can influence data interpretation. Contribution: This policy recommendation can be used as a basis for formulating policies related to increasing the accountability of the Bintan regency government.

Regional Head Role in Effective Development: Qualitative Study in Nabire, Central Papua

Purpose: This study examines the role of regional heads in improving development effectiveness in Nabire District, Nabire Regency, Central Papua Province. It analyzes the gap between formal leadership authority and real development outcomes during the region’s transition into the new provincial structure. Research methodology: A descriptive qualitative approach was used with purposeful and snowball sampling. Data were collected from 60 informants—including coastal and highland indigenous Papuans, migrants, and religious leaders—through interviews, observation, and documentation. Analysis followed Miles and Huberman’s interactive model. Results: The findings show that regional heads significantly shape development effectiveness through strategic infrastructure interventions that strengthen socio-economic conditions. Improvements in the Human Development Index (HDI) during the 2021–2026 leadership period include increases in life expectancy, expected years of schooling, and mean years of schooling. These outcomes were driven by decisive leadership, strong agency coordination, and community participation. Key achievements include Kalibobo Market revitalization, road rehabilitation, and enhanced urban planning. Conclusions: Proactive and innovative leadership, supported by strong political will, is crucial for realizing the “Safe, Independent, and Prosperous Nabire” vision. However, challenges remain in economic performance, data accuracy, and sustainability of community empowerment programs. Limitation: The single-district scope limits broader generalization, the short observation period restricts long-term assessment, and statistical discrepancies require careful interpretation. Contribution: This study provides empirical evidence linking leadership roles to HDI improvement, highlights the impact of leadership transition, and offers practical insights for governance in the new Central Papua Province.

Sentiment Analysis of Youtube Video Comments on Dirty Vote Movie

Purpose: This study aims to analyze the sentiment of comments on YouTube videos discussing the movie Dirty Vote, which are divided into positive, negative, and neutral categories. Research methodology: The method used is quantitative descriptive, namely content/text analysis of the number of comments and sentiment analysis of comments on the YouTube video content of Dirty Vote uploaded to the Dirty Vote YouTube channel. Results: Results: Based on sentiment analysis of 32,209 comments on the Dirty Vote movie uploaded to YouTube between February 11 and 13, 2024, the sentiment distribution indicates a strong dominance of negative sentiment, with 18,978 comments (59%). This suggests that the movie triggered substantial criticism or strong emotional reactions from viewers. Positive sentiment reached 9,676 comments (30%), reflecting appreciations for the movie’s content, message, or relevance to political discourse. Meanwhile, 3,555 comments (11%) were categorized as neutral, generally consisting of descriptive statements, clarifications, or non-emotive responses. Conclusions: The analysis of 32,209 YouTube comments on Dirty Vote shows dominant negative sentiment (59%), followed by positive (30%) and neutral (11%). This suggests the film strongly impacts audiences, generating both criticism and political awareness, and highlighting how political documentaries can spark debate and polarization. Limitations: References related to sentiment analysis on social media in the perspective of political communication studies are still quite limited and lack depth. Contribution: Enriching the body of research on political communication on social media, particularly YouTube, by using sentiment analysis methods through the BERT model.
